This is an exceptional World War II Japanese 1939 dated type 14 Nambu holster.
What makes this one quite unique is that has the name of the Japanese sailor on a cloth identification tag sewn to the leather shoulder strap. The numbers on the cloth identification tag are consistent with how weapons were stored in an arms locker onboard a ship or in a land based arms room.
The numbers  7/23 is consistent with rack number seven out of 23 slots in the Arms locker or arms room.
The character, 森, below 7/23 is the last name, MORI, of the Japanese sailor to whom the pistol was issued.
This sort of rack numbering and naming aides the sailor working the Arms room or Arms locker in issuing out firearms. He knows who Mori is, so there is no confusion about to whom the pistol belongs. It also aides in accountability  of weapons. When slot number 7 of 23 is empty, the Arms room sailor knows who has not returned their pistol. He would likely have Mori’s name somehow placed in that slot.
As shown, the interior of the flap has a date of Showa 14 which is 1939.
