This is an embroidered oval cap insignia worn on the white summer cap.
When the summer cap was first issued around 1937, all ranks wore this plain anchor. This would be correct for a 1937 to about 1943 era Japanese Navy officer cap, petty officer cap or sailor cap.
It’s also correct for a post 1943 Japanese Navy sailors cap.
