On April 1, 1942, the imperial Japanese navy authorized the wearing of this pattern of rate for enlisted sailors, and petty officers. These replaced the round rates that have been used throughout the prior history of the Japanese navy. These were worn on all uniforms whether they were white cotton, blue wool, or the navy landing force green uniforms.
Because there was only one pattern there was no longer need to make white round rates; round black rates or green round rates for the Naval Landing Force.
