This is a pair of World War II Japanese naval ground force leggings.

The body is made of green wool with black cotton wrap up ties. During the war if green web tape was not available, black had to suffice in order to finish the production order.

These are the early version with a white cotton label, indicating the were made at the Yokosuka Naval Depot. Other fields in the label are for the year and month of manufacture, year and month of issue, the sailor’s name, Service number, etc..

The year of manufacture and issue date are not visible having faded overtime. Therefore, you could use this for any time during World War II.
