This is a rare pair of World War II Japanese navy private purchase wrap up leggings with integral spats which covered most of the top of the boots.

As you can see, they buckle underneath the boot and then wrap up and tie around the outside.

Arguably, these would have been worn by petty officers, warrant officers and lower ranking officers.
