This is a rare translated Japanese Banzai flag.
These highly spiritual flags were talismans given as gifts to departing soldiers and sailors as they left their family & friends to join the military.
They typically bore words of encouragement, calls for bravery, honor etc. and were signed by many friends and family. They were often signed so that the signatures radiated away from the sun just as rays of sun appear on the rising sun flag.

BOTTOM: 17 Names of Family & Friends
Measures 28x 37 1/2 inches.
These were carried in packs & pouches, folded and tucked into helmet tops, tied around necks, carried in pockets and were often tied to the ends of rifles and bayonets for the final Banzai charge.
