This is the standard WW2 issue haversack issued to all Japanese Army Enlisted Soldiers.
This one has what could be a Showa 16 or 18 stamp; meaning it was either made in 1941 or 1943.
Given that it has an aluminum belt clip, we suspect it is 1941 production. Later wartime haversacks had, brown painted, steel belt clips as aluminum was being diverted for aircraft production.
Soldiers carried just about anything in these including: hand grenades, ammunition, food/rations, their personal identification booklet, a knee mortar round. When packs were left behind, it was mission essential equipment only.
