These were first worn by the Viet Minh during the French Indo-China war to keep warm in the high mountains of Vietnam. These continued to be issued to the NVA troops who operated out if the Central Highlands in RVN.
This particular vest was made in the DRV in the 1950s or 1960s. This is based on the golden khaki color, buttons and other materials. Vests of this type made for Hanoi in the PRC had ChiCom buttons, twill and loops across one shoulder and down one side.
