This Order was established as a 3 class Order by President Ho Chi Minh on June 6, 1947.
Based on the low number, 0141, this is definitely an early medal dating to the Viet Minh anti-French war.
This Order was conferred upon civilians, military personnel, foreigners, and organizations in recognition of outstanding meritorious service and achievements in the fields of politics, economics, society, literature, science, art, security, defence, technology, diplomacy, and others.
It was reorganized into a single class Order in 1981.
