On August 5, 1964, the first US aircraft, an A-4C Skyhawk, flown by then US Navy LtJG Everett Alvarez Jr, was shot down by antiaircraft over NVN.  He was taken prisoner and was not released until 1973.

Members of the NVA crew involved in the shoot down were awarded honors.

Thereafter, any NVA who participated in shooting down any US Aircraft was also awarded this 5-8 badge.

The flag is emblazoned with “Decisive Victory”
