This is the first of these we have seen in 50 years.

This is a cloth cover for a Japanese Navy issue tea pot.

It has a typical, navy, beaurecratic, inventory number painted on.  The Imperial Japanese Navy were prolific at record keeping and marked much of their field gear with a painted-on control number.  This tea pot cover did not escape this policy.
