The characters are 8 and one. They represent the August 1st 1927 founding of the People’s Liberation Army.
This is a belt issued towards the later years of the Korean War to officers only. On it they wore the holster for the Type 51 Pistol, the Chinese copy of the Soviet TT-33 Tokarev.
These were made large to fit over the padded winter clothing. This one is presently 37 3/4 around but might go another two inches.
Both keepers are present.
