This is a rare ID book originally printed for the Independent State of Croatia, a puppet state of Nazi Germany. Zagreb, where this book was issued, was the capitol of the Independent State of Croatia. Italy and Germany both sponsored this nation. In fact, the Germans occupied Zagreb on April 10, 1941. During Occupation, Resistance Partisans were very active in assassinations and sabotage in Zagreb.
This ID was issued to a man who was then 33 years old. It was issued in Zagreb on 10 May 1944.
