This is a pair of what we believe are late war Naval issue front ammo pouches.

The material is consistent with that used on NLF haversacks, rucksacks and canteen covers. These have rubberized belt loops on the rear and web/leather closure straps on top.

Although these could be last ditch army pouches, keep in mind the IJN was experimenting with all types of new equipment as the war closed in on the homeland. Consider, for example, the Type 99 Naval Special Rifle and the Type 99 Naval Special bayonet with integral scabbard and frog.  The IJN vied for power superior to the Army and had hundred of thousands of sailors and few ships as the war closed in. They were tasked with guarding the coast and Naval Bases in Japan and needed to equipment hundreds of thousands of sailors with basic equipment to defend Japan.

Reproductions are made of these pouches. However, unlike the originals here, they use leather for the belt loops, front hinge and closure straps. See last photo.
